A Model for Leadership Success

The leadership levels and competencies listed below (and the relationships among them) constitute the USPTO Leadership Model. These are the fundamental competencies needed by employees to perform as a successful leader within their level. Each competency is defined by one or more specific behaviors. These observable and measurable behaviors are discussed under Introduction to the USPTO Leadership Assessment Model (later in this section).
