Introduction

Agencies have always had the authority to administer their own training programs -- the law, funding authority, and related federal requirements. This document serves as a single reference to legal information impacting employee training. It covers the essential legal information needed for human resource development professionals and managers to make decisions on the management and implementation of training programs for agency personnel. Specifically, it highlights important legal references and citations from documents such as:

  • the Government Employees Training Act (GETA);
  • Executive Orders;
  • regulations;
  • merit principles and equal employment opportunity considerations; and
  • Comptroller General Decisions.

The information presented is general in nature and must be interpreted within the context of individual agency policies and circumstances. It is organized in two ways:
